Speaking during Keynote Session: When Policies Collide, is it Possible to Find Agreement?

After two and half years of meetings, the Oregon Recycling Steering Committee (RSC) came to consensus on how to modernize Oregon’s recycling system.  That consensus concept was the starting point for Senate Bill 582, which recently passed out of the 2021 Legislature and is awaiting the Governor’s signature. The most controversial issue in SB 582 is how it incorporates Extended Producer Responsibility (EPR) into Oregon’s system.  How did the RSC come to consensus on the appropriate EPR framework for Oregon?  There were multiple RSC meetings to discuss the topic last summer, including reviews of many other EPR frameworks.  This keynote session’s speakers, Resa Dimino and Cal Lakhan, were both involved in those discussions, with differing viewpoints on the approach. Hear where they differ fundamentally, as well as where their perspectives on EPR may converge and align. The speakers will also share their thoughts on the unique merits and potential challenges of Oregon’s new SB 582, and the role of EPR in modernizing Oregon's recycling system.
