Watch “From Planning to Practice” Webinar

Legal Tools for Actionable MMPs

Michigan’s updated Part 115 redefines how counties approach materials management.

It’s no longer just about compliance — it’s about creating enforceable, measurable, and locally driven plans.

In our recent webinar, From Planning to Practice: Tools for Actionable MMPs, municipal attorney Bob Davis joined RRS to discuss the legal backbone of successful county plans. Together, we explored where authority resides, what agreements matter most, and how ordinances and contracts can give plans the “teeth” they need to work in practice.

The webinar covered the essentials of MMP implementation under Part 115, including county vs. municipal authority, how to craft enforceable resolutions, ordinances, and service contracts, strategies for zoning and interlocal cooperation, and practical local tools that make plans measurable and sustainable.
